The best thing about children's movies, I think, is that you're under no obligation to make the bad guys bad for a reason. They don't have to have anything to gain from their actions, they don't have to have had a bad childhood or any backstory; they're just bad. I'm not really sure what inspired David Warner, who plays the Evil Genius (really, that's his character's name!) but he's great fun to watch. He's very campy, and he's not just a fallen angel, he's also a technocrat. Here's his critique of God:
God isn't interested in technology. He cares nothing for the microchip or the silicon revolution. Look how he spends his time... forty-three species of parrots! Nipples for men!

If I were creating the world I wouldn't mess about with butterflies and daffodils. I would have started with lasers. Eight o'clock, Day One!

There are also pictures and drawings of cowboys, as well as military tanks, both of which play roles in the film's final battle against "Evil" (David Warner.)
In the film, John Cleese as "Robin Hood" wears a feathered cap exactly like the one seen in this image.
In the film Kevin visits ancient Greece, specifically meeting "Agamemnon" (Sean Connery). The pig photo foreshadows when "Og" (Mike Edmunds) is turned into a pig by "Evil." The "Time Bandits" perform on a proscenium stage and make Napoleon laugh, earning his trust before they rob him. The "Blast Off" game is a nod to the spaceship that "Wally" (Jack Purvis) flies in the final battle. There are many spaceship and rocketship toys and art around the room. A lego box can be seen in the first image of this gallery, upright on the edge of the left side of the screencap. Legos litter the floor and are later seen as the building blocks of the scene of the final battle against "Evil."
