AD's no floors. 1993 bombing is the point were they began undloading that unwanted building. the floors were prefabed off-site by a separate contractor. in 1946 they want zero office space. by 1960 WTC Corp BoD just took over the people that told them no. the PA. whose entire documented history went down with that tower.
The did not want offices, they did not want towers. they did not want paper evidence of the last 50 years of business. There was very little ever going on in those tower. They never wanted them.
These were businessmen, mess and death cost money. WTC were insurance fraud stock fraud tax fraud. It w,as true for them blowing up, because it was true for them every day before they blew up.
It was a business venture.
