In 2013, Public Health England discussed the One Health initiative in relation to antibiotics.
So they basically sneaked this in the veterinary route as it’s the less visible to the public. Probably doesn’t receive the same level of scrutiny either.

It meant one the ‘Global Health Security Agenda’ which was ‘launched in 2014 by the US government, international organisations, and partner agencies’
