Term to signify the contemporary dispositiv[1] of power. The traditional institutions Military, Intelligence, Media and Communications, Science and Research' - Academia, Universities, Think-tanks - have merged into a form, where the origins of decisions, influence, assistance, consent and cooperation are not retracable. The Executive, Legislature and Judiciary are no more separated and independent powers as the premises of modern democratic societies demand. The fusion of the military with media networks, communication technologies and sciences has created the conditions for a worldwide governance of the Military Intelligence Apparatus. It is our hypothesis that this form of governance of the Military Intelligence Apparatus was installed on September, 11 2001.
